Urbanisme commercial, de nouvelles inquiétudes – Tribune de Caen Mag de Novembre 2010
L’an passé, les élus écologistes avaient publiquement fait part de leurs craintes quant à la multiplication des projets de centres commerciaux dans l’agglomération caennaise.
Cette inquiétude est partagée par de plus en plus d’acteurs économiques, jusqu’aux porteurs du projet IKEA qui se sont inquiétés dans la presse du trop-plein de surfaces commerciales dans notre agglomération.
Nous sommes en effet face à une vraie incertitude économique. Les mètres carrés de grandes surfaces progressant trois fois plus vite que leur chiffre d’affaire, il faudrait plus de 400 millions d’euros de chiffre d’affaire supplémentaires pour rentabiliser les nouveaux projets de l’agglomération, soit bien plus que le contenu de tous nos porte-monnaie !
Incertitude aussi car la promesse de créations d’emplois en nombre s’avère trompeuse. Un emploi créé dans un supermarché en détruit trois dans les PME et le commerce de proximité. Une grande surface est aussi le bout d’une chaîne qui pressure les agriculteurs, les producteurs, les salariés et les commerces. A Caen, chaque extension ou création de grande surface est toujours un coup dur porté au commerce de centre-ville. Le risque que toutes les activités de commerce et de loisirs soient reléguées en périphérie est réel. Enfin, le monopole commercial que les hypermarchés imposent est fortement consommateur d’énergie, de terres agricoles fertiles et de terrains à bâtir alors que la construction de nouveaux logements est une absolue nécessité.
Par son bilan global, chaque nouveau projet de grande surface est ainsi contre-productif pour notre agglomération qui a tout à y perdre, en centralité, en cohérence urbaine et en « biodiversité commerciale ».
Socialement dépassé, écologiquement destructeur, basé sur l’illusion de la croissance infinie liée à des ressources illimitées, ce modèle économique ne peut plus être cautionné. C’est pourquoi un moratoire appliqué à tous les nouveaux projets dans l’agglomération est aujourd’hui urgent et indispensable. Leur arrêt immédiat est la condition première pour que nous construisions, maintenant, une nouvelle donne commerciale riche de solidarité et d’emplois, efficace économiquement et bénéfique pour l’environnement.

In particular the FN scored big in former lands like Bretagne where it never did before. Clearly, voters on the right chose the FN rather than UMP, sending a message to the president’s party. But also to the left: they don’t trust Nicolas Sarkozy’s party anymore but they don’t want the left either.In my area, which is reliably 60% Left/40% right (at a minimum: some towns are 70/30) UMP got 10% and FN 27%.As for the « loonies » being better than the FN: they may not be « better » rhetorically speaking, but they ARE less dangerous. Communists join governments and rule cities and what happens? Nothing. The FN takes a city and people see book bans, entire subscriptions cancelled (« le monde diplomatique », for example), renaming of city streets (Nelson Mandela replaced by a proponent of forced sterilisation applied to disabled people, for example) antisemitic guest speakers forced upon primary schools, burning mailboxes for political opponents, financial catastrophes and embezzlement, etc. (cf. Vitrolles, Toulon, Marignane..)Traditionally, French pundits and experts divide parties between those who are okay with the idea of ruling a country, such as PC, PS, Radicaux, EELV, DVG on the left, and NC, UMP, RS, DLR, DVD on the right – in opposition to the parties that don’t aim at governing anything, like LO or the NPA (that is, they won’t govern anything until the workers’ paradise has been established or sth of the kind).The Front de Gauche is an enigma in that matter: do they want to actually do something beside being a thorn in the PS’ side? The FN seems to have changed tactics in that matter, too, but in the opposite direction.
