SAGE Orne Aval / Seulles : communiqué de presse des élus EELV
Réuni hier soir, le comité syndical de Caen Métropole (qui regroupe 143 communes) n’a pas accepté la proposition du bureau de cette instance de donner un avis défavorable au Projet de schéma d’aménagement et de gestion des eaux (S.A.G.E.) Orne aval – Seulles.
Lors d’un second vote, le comité syndical de Caen Métropole a finalement donné un avis favorable assorti de réserves. Les écologistes se félicitent de ce vote. C’est en effet la position qu’ils avaient défendue lors des débats sur ce point au Conseil Communautaire de Caen-La-Mer et au Conseil Municipal de Caen estimant que les points énoncés dans le projet d’avis ne justifiaient pas un avis défavorable.
L’enjeu est en effet de taille. Rappelons que le SAGE, réalisé pour moitié par les collectivités locales, un quart par les acteurs de l’eau et un dernier quart par l’Etat, est un document d’objectifs sur la qualité et la disponibilité de la ressource en eau, les inondations, les sècheresses. Il agit par voie de compatibilité sur les documents d’urbanisme. Le SAGE précise donc des mesures et des préconisations qui doivent être transcrites dans les différents documents d’urbanisme (SCOT et PLU, notamment).
Françis Joly, président du groupe des élus EELV au Conseil municipal de la ville de Caen justifie la position défendue à l’occasion du Conseil Municipal de Caen : « Le SAGE comporte 48 items, les délibérations apportent des réserves sur 3 d’entre elles. Ces réserves sont pertinentes mais ne justifiaient pas un vote défavorable. Avec cette stratégie que nous ne partageons pas, le signal ainsi envoyé aux autres acteurs est plus négatif que positif. »
Ces avis seront maintenant analysés par le Préfet qui devra prendre sa décision. Il faut noter que la plupart des autres collectivités ont approuvé le document.
Alain Gruénais, Maire-Adjoint d’Ifs, vice-président de Caen-La-Mer s’en inquiète : « Les retombées du vote de Caen-La-Mer ne sont pas à négliger. Quasiment toutes les communes et communautés en amont – représentant une grande partie du bassin versant – ont voté positivement. Ils l’ont fait au regard des incidences sur l’aval, donc pour nous. Quel signal allons-nous de ce fait leur envoyer avec cet avis défavorable ? Nous devons éviter un conflit amont/aval qui pourrait prendre aussi la forme d’une opposition urbain/rural. »
Rudy L’Orphelin, Maire-Adjoint de Caen, membre du Conseil Syndical de Caen Métropole indique : « Nous devons nous féliciter du vote de Caen Métropole qui montre une vraie prise de conscience des enjeux par les collectivités environnant l’agglomération caennaise. Mais nous ne devons pas pour autant oublier que le Préfet doit donner plus de gages aux échanges avec les collectivités. Il serait en partie responsable d’un report du SAGE. Comme sur d’autres sujets, la démocratie territoriale est primordiale»
L’élu écologiste conclut : « Il nous faut maintenant absolument rebondir en déterminant une nouvelle gouvernance de l’eau dans le bassin versant de l’Orne. C’est pourquoi nous soutenons l’idée d’une Conférence Métropolitaine de l’eau pour partager collectivement les actions nécessaires à la lutte contre les inondations et à la préservation de la ressource en eau. En attendant, il convient dorénavant aux communes de prendre leurs responsabilités pour que l’urbanisation respecte toutes les précautions nécessaires. »
In my opinion, this unsdercores the uselessness of these small parties in presidential elections. Let them put up candidates where they have a chance of winning, rather than people totally out of their league in the biggest election. It’s a roster of bufoons, often, between the Le Pens, the mailman, Eva Joly, and all the others. It makes mockery of such an election.I know, the French will say, « But they have their right to express their opinions, » and, « Even though people vote for them in the first round, that doesn’t change anything in the long run. » But we saw that it does change things.These parties pretend that they have the stature and even the skills to put up candidates for the presidency, yet none of them do.
