Conseil Municipal du 07 novembre 2011 : intervention de politique générale de Rudy L’Orphelin
Monsieur le Maire, Mes chers collègues,
« L’actualité pour chacun d’entre nous, c’est bien évidemment une actualité de crise. Et à l’heure de voter nos orientations budgétaires, je me sens dans l’obligation de faire un crochet pour évoquer la situation des finances publiques qui selon les dires du premier ministre n’auraient pas connues telle tourmente depuis 1945, c’est dire l’ampleur de la tâche qui nous attend.
Car c’est dans un contexte bien incertain que nous devons une fois encore procéder à l’élaboration de notre budget municipal sans véritablement connaître les conséquences réelles de la baisse attendue des concours de l’Etat. Ce midi, François Fillon dévoilait les mesures du deuxième plan de rigueur en 3 mois. Il fallait bien évidemment adapter le budget de l’Etat aux nouvelles prévisions de croissance supposées de 1,75% dans la première mouture budgétaire.
Comme si cette baisse dans les prévisions n’était pas à attendre : La croissance ayant évolué en moyenne de 1,5% sur les 10 dernières années, il faut être sérieusement autiste pour imaginer un retour de la croissance à un tel niveau dans le contexte de crise économique que l’on traverse.
Parmi ces mesures, on relèvera le gel à 1% dans l’évolution de certaines prestations sociales ou encore l’avancement d’un an de la mise en œuvre du calendrier de la réforme des retraites qui obligera les personnes nées entre 1952 et 1956 à travailler plus longtemps. Tout ceci étant joliment drapé dans quelques mesures symboliques visant à montrer que les plus fortunés seront eux aussi mis à contribution : +5 % d’impôts sur les sociétés pour les grands groupes dont le chiffre d’affaire est supérieur à 250 millions d’euros par an. Tout ceci étant à comparer aux multiples cadeaux fiscaux que ce gouvernement a pu leur faire ces dernières années. Et puis c’est pour deux ans seulement. On ne sait jamais, la croissance pourrait, telle le messie, revenir un de ces 4 matins et il ne faudrait quand même pas que les grandes sociétés se retrouvent étouffées sous le poids insupportables des charges et des taxes.
Car c’est bien ce mouvement qui a consisté à plusieurs reprises à alléger les impôts des plus fortunés, à défiscaliser les heures supplémentaires, à mettre en œuvre des réductions de charges pour les entreprises sans véritables contreparties a progressivement vidé les caisses de l’Etat, l’a privé de moyens d’agir tandis que le chômage augmente et les inégalités se creusent inexorablement.
Il n’est plus temps de s’effacer devant les empires économiques.
Là où nous le pouvons, il faut agir. Et c’est pour cette raison que nous vous proposerons, en fin de conseil de voter un texte engageant la ville de Caen à tout mettre en œuvre pour lutter contre les paradis fiscaux. Faut-il le rappeler, les paradis fiscaux, ce sont 20 à 30 milliards d’euros dont on se prive chaque année. 20 à 30 milliards d’euros qui vont directement dans les poches des plus fortunés. En adoptant un nouveau mode de contractualisation avec les banques, Caen doit selon nous participer à un mouvement visant à responsabiliser celles et ceux qui considèrent qu’il est plus important de faire des affaires que de financer l’économie réelle.
Là où nous agissons, nos choix sont essentiels. C’est vrai pour l’ambitieuse politique d’investissement que nous avons choisi de mettre en place au sein de cette équipe municipale et qui se traduira encore cette année pour une montée en puissance au service – y compris – de l’économie locale et de l’attractivité de notre ville. Mais nos investissements doivent être ciblés et utiles et nous rappellerons ce soir nos réserves quant à nos choix d’investir aussi fortement dans spiral 2 : une subvention de 2,8 millions d’euros qui représente bien peu à l’échelle du projet qui devrait être selon nous autrement employée au service des chantiers qui nous attendent.
Car le monde de demain exige des transformations qu’il nous faut préparer dès aujourd’hui. J’en veux pour preuve les conclusions encore partielles de l’enquête ménage déplacements qui a été conduite récemment : si nous sommes champions toute catégorie de la motorisation et de la voiture individuelle alors, il nous faut dans un contexte où le prix du baril de pétrole devrait avoisiner les 140 à 180 dollars d’ici quelques années, organiser une véritable révolution dans les transports faute de priver les plus modestes d’entre nous d’un véritable droit à la mobilité.
Le nouveau réseau de bus, la nouvelle politique de stationnement, le plan vélo sont autant de politiques publiques nécessaires à réorienter les pratiques et le changement de comportements. Les nouveaux projets de mobilité engagés par Viacités et son président Eric Vève sont aussi de nature à contribuer à changer la donne. Mais face à cet héritage historique – rappelé par tous les cabinets d’urbanisme qui travaillent sur le projet presqu’île – héritage qui a mis, à Caen, la voiture au centre du jeu, il nous faut aller plus loin en assumant des choix budgétaires qui devront nous permettre de combler ce retard. Ainsi, il est temps de s’interroger vraiment sur tous les projets de nouvelles routes soi-disant indispensables qui ne manqueront pas de grever les budgets et qui ne feront qu’amplifier la dépendance des caennais et des habitants de l’agglomération à la voiture individuelle.
Puisque nous parlons de sujet, j’aimerais en profiter pour inviter les collègues du Conseil Municipal à participer nombreux, le 2 décembre prochain à la journée que nous consacrerons à l’autopartage dans ces murs. A ce titre Nous recevions, vendredi dernier, dans les locaux de l’hôtel de ville, Jean-Baptiste Schmider, qui gère le plus ancien service d’autopartage en France, à Strasbourg. Son témoignage est éclairant : Pour convaincre les habitants de renoncer à leur voiture ce que certains d’entre eux sont prêts à faire – et plus qu’on imagine – il est indispensable de leur offrir une palette d’alternatives incluant la possibilité d’avoir recours à la voiture quand c’est véritablement nécessaire. Ce maillon de l’autopartage est un des maillons manquants aujourd’hui dans l’agglomération et j’espère que les travaux que nous engageons ici nous permettront très vite de transformer l’essai car en à en croire son témoignage, en la matière, nos collectivités peuvent beaucoup, sans pour autant y consacrer des moyens démesurés : faire autrement avec moins de moyens, c’est sans conteste ce qui nous attend. «
