Agenda 21 – Agir face à l’urgence climatique et sociale
Il s’agit ici de concrétiser les engagements pris par la ville de Caen notamment en matière de lutte contre le changement climatique. Caen a rejoint en 2010 la Convention des Maires (plus d’infos sur ce dispositif européen ici) se donnant par cela l’obligation de dépasser l’objectif européen de réduction de 20% les émissions de CO² d’ici 2020.

Les orientations de cet axe :
Le défi de l’habitat durable
La première action de cette orientation est l’isolation de 730 logements sociaux à la Folie-Couvrechef permettant à leurs locataires d’économiser entre 100 et 300 euros de charges annuelles. Les autres actions concernent la lutte contre la précarité énergétique via une Opération Programmée de l’Habitat (OPAH), de la sensibilisation des copropriétés et l’accompagnement des habitants. Enfin, un accent est mis sur de nouvelles formes d’habitat : l’auto-construction et la l’expérimentation de matériaux nouveaux sur un bâtiment municipal.
Vers une autre mobilité
L’Enquête Ménages Déplacements (voir ici) a montré la grande prédominance de la voiture dans les déplacements quotidiens. Limiter son usage devient indispensable, tant du point de vue environnemental que social vu la hausse du prix des carburants. La ville de Caen souhaite proposer une nouvelle offre de mobilité et la rendre attractive. Ainsi, elle met en place une politique cyclable ambitieuse (70 km de linéaires, aide à l’acquisition de VAE, maison du vélo), elle souhaite aussi favoriser le partage de la voirie vers un code la rue, et appuie la création d’un système d’autopartage. Enfin, comme cela fut expérimenté cet hiver, du transport hippomobile (à cheval…) sera développé notamment en lien avec les Jeux Équestres Mondiaux.
Énergies, entre sobriété et autonomie
L’énergie est devenu un nœud de problématiques urbaines, les villes sont amenées à jouer un rôle central sur cette question. Conscient de cela, Caen, en ayant rejoint la Convention des Maires en 2010, s’est engagée à diminuer de 20 % les émissions de gaz à effet de serre, à réduire de 20 % la consommation d’énergie et à atteindre 20 % d’énergies renouvelables d’ici 2020. Pour atteindre ces objectifs, la ville construit des actions ambitieuses : plan lumière pour un éclairage de la ville plus économe et efficace, construction d’un réseau de chaleur bois pour les quartiers sud, installation de panneaux photovoltaïque sur des écoles et le Zénith et des mesures fortes d’économies d’énergies sur ses bâtiments.
