Pollution aux particules fines : Où sont les mesures d’urgence ?

Alors qu’une procédure d’alerte concernant la pollution de l’air aux particules fines a été déclenchée ce week-end par la Préfecture, aucune véritable mesure ne semble se mettre en place au-delà de vagues recommandations pour les publics les plus fragiles essentiellement invités à rester confinés. Pourtant, depuis le début cette année, les pics de pollution se multiplient. Durant le mois de février 2012, la qualité de l’air a été de « médiocre » à « très mauvaise » pendant près d’une dizaine de jours. Ce phénomène s’est également produit les 17 et 18 janvier et du 30 janvier au 2 février.
Certes, ce nombre de pics provient d’un abaissement des seuils déclenchant l’alerte mais il est à noter que si seuils ont enfin été abaissés en France, c’est que ceux en vigueur jusque là ne reflétaient pas l’état réel de dégradation de la qualité de l’air dans notre pays, à la différence du reste de l’Europe.
A ce stade, on peut s’attendre dans notre région, à une multiplication par 5 des épisodes de pollution en 2012 ; l’inaction de la Préfecture est, de ce point de vue, d’autant plus insupportable : il est urgent de prendre des mesures véritablement contraignantes pour rendre l’air plus respirable pour tous.
Nous le savons, en agglomération, les pollutions aux particules fines proviennent pour moitié au moins du trafic routier (et notamment des véhicules diesel) ; Alors que la préfecture de Paris a annoncé son intention d’aller au-delà de la seule sensibilisation en préconisant des mesures visant notamment à limiter la vitesse autorisée des automobiles, combien de jours en alerte rouge faudra -t-il au Préfet du Calvados pour réagir ?
J’invite donc le Préfet à prendre immédiatement des mesures concrètes et efficaces pour lutter contre cet épisode de pollution – et ceux à attendre – afin de d’enrayer les conséquences à attendre de tels pics pour la santé des personnes les plus fragiles.
