Agenda 21 – La ville actrice du changement
Au-delà de son rôle d’impulsion des politique, la Mairie de Caen est aussi par son fonctionnement (2600 agents, un budget de 120 millions d’euros) un pilier fort du changement. Ainsi, au-delà de la seule exemplarité, elle intègre les valeurs et objectifs du développement durable dans ses actions, ses services et ses méthodes.

Une administration exemplaire
L’exemplarité c’est faire autrement au quotidien, c’est pourquoi il est proposé de faire des agents municipaux des acteurs du changement par la formation, la communication ou la mobilité interne. Ils doivent aussi bénéficier des actions de solidarité : intégration des salariés en situation de handicap, apprentissage, contrats d’insertion… Les services municipaux plus largement feront leurs les enjeux du développement durable : dématérialisation des actes, éco-évennements, réduction des déchets de la ville, modernisation de l’entretien…
Développement des partenariats et participation des citoyens
Cette orientation consacre le vivre ensemble comme méthode. Santé (enquête santé-bien être), Éducation (Plan Éducatif Local), rythmes urbain (bureau des temps), il s’agit de relier ce qui construire les liens entre les caennais et les non-caennais puisque l’accent est aussi mis sur les partenariats extérieurs : coopération dans le domaine de l’eau, projet interreg etc.
La commande publique, levier du développement durable
En France, deux-tiers de l’investissement public provient des collectivités locales, l’impulsion d’une commande publique responsable est donc fort sur la transition écologique de l’économie. En ce sens, la ville de Caen va continuer à développer les denrées bio, locaux et de qualité dans la restauration collective avec comme objectif d’atteindre 70% de produits répondant à ces critères. Seront également intégrés des critères d’insertion dans les les marchés publics et les fournisseurs seront incités à s’inscrire dans une démarche développement durable.
