Agir au plus près des Caennais : l’action publique de proximité (texte de Caen Mag mars 2012)
Le 5 mars ouvrira le 4è Pôle de Vie des Quartiers (PVQ) à Venoix, pour le sud-ouest et le centre, achevant ainsi l’installation des services municipaux décentralisés sur tout le territoire de la ville.
Les missions des PVQ sont étendues : de l’animation à la sécurité, de la voirie aux démarches administratives, la diversité des agents qui y travaillent renforce la quotidienneté et la pertinence du service public municipal. à cela s’ajoute la possibilité pour les acteurs publics et les associations locales d’accéder à des lieux de réunions sur leur territoire d’action, ce qui conforte les dynamiques partenariales portées par ces pôles de quartier.
Cette conception novatrice de l’administration illustre la démarche de notre majorité : la territorialisation de l’action municipale, qui permet à tout habitant de pouvoir s’adresser directement aux services qui ont la charge spécifique de son quartier, d’être accompagné dans la construction d’un projet d’animation ou de signaler à l’administration un dysfonctionnement technique sur la voie publique.
La majorité des politiques municipales a ainsi vocation à se déployer sur l’ensemble du territoire caennais, en lien direct avec les actions développées avec et par les habitants dans les Conseils de Quartier. Grâce à ces instances de démocratie participative, de nombreux projets ont pu voir le jour et beaucoup d’autres encore sont en cours, concrétisant ainsi la méthode de co-construction des projets entre habitants, services municipaux et maires-adjoints de quartier. Cela a rendu possible la création d’un jardin partagé à Saint-Jean-Eudes ou le réaménagement de l’ancien terrain de boules à Venoix en espace de convivialité.
Ce volontarisme municipal doit également s’affirmer dans la définition de politiques stratégiques pour la ville, comme lorsqu’il s’agit d’aménager le quartier de la Presqu’île. C’est pourquoi nous y proposons l’ouverture d’une structure publique expérimentale, type Atelier Populaire d’Urbanisme, pour développer les moyens nécessaires à la participation active des habitants, associations et industries déjà présents sur le site, et permettre à tous de s’impliquer dans l’invention collective de ce territoire. Parce que nous pensons qu’il n’y a rien à craindre à ouvrir ces champs d’intervention publique à l’expertise citoyenne, et qu’il relève bien de la décision politique que de travailler avec les habitants à la définition du futur commun.
