Hier en session au Conseil Général du Calvados, le Président Jean-Léonce Dupont a dévoilé une solution pour le financement d’une partie du contournement sud de l’agglomération caennaise. Ce projet consiste à doubler le périphérique sud inauguré en 1997. Lobbyiste devant l’éternel, Jean-Léonce Dupont s’est félicité de son intervention auprès du gouvernement qui, lui, n’hésite plus une seule seconde, à s’essuyer les pieds sur les engagements du Grenelle de l’environnement dont les conclusions étaient pourtant sans appel : « Le paradigme actuel, fondé sur la priorité accordée aux infrastructures routières et autoroutières et sur le développement séparé des modes de transport doit être abandonné pour une logique de développement intégrée, multimodale, dans laquelle la route et l’avion deviennent des solutions de dernier recours imposées par l’état des technologies ou la géographie. »
Dans un pays qui engouffre sous le béton l’équivalent d’un département tous les sept ans au beau milieu d’une crise énergétique sans précédent à l’époque contemporaine, poursuivre le mouvement de consommations de terres agricoles, de sacrifice de l’environnement tout en aggravant au passage la situation des ménages rendus encore plus dépendants à l’automobile, relève décidément d’une idéologie d’un autre temps.
Pour Bérengère Dauvin, Secrétaire Régionale d’Europe Ecologie – Les Verts Basse-Normandie, « Quand on n’a pas d’imagination, on fait des routes. Il faut le dire, c’est bien plus confortable et bien plus gratifiant que d’essayer d’anticiper les changements, de travailler à l’entretien et à l’optimisation du réseau existant tout en accompagnant les alternatives. Tout ceci, sans compter les sommes colossales d’argent public que supposent de tels projets. »
Avec un baril de pétrole qui a franchi durablement la barre des 100 dollars et pourrait augmenter de manière significative dans les années à venir, cette décision de parachever ce projet est irresponsable. Face à l’imprévoyance de cette classe politique à bout de souffle et sans courage, les écologistes prennent date.
Pour Rudy L’Orphelin, Maire-Adjoint de Caen en charge des déplacements : « Faut-il le rappeler ? La loi invite aujourd’hui à une réduction de l’utilisation de la voiture particulière et les différents engagements locaux, nationaux et mondiaux impliquent une limitation des émissions de gaz à effet de serre du secteur transport. Face à des congestions et des difficultés dans les trajets domicile-travail, il ne faut pas dédoubler la saturation mais bien proposer des solutions alternatives qui reposent autant sur de nouvelles logiques d’aménagement que sur le renforcement des alternatives. Or ce projet de nouveau contournement nous propose précisément l’inverse. »
